Incidence measures how many new COVID cases there are during the previous 14 days per 100.000 population. (The figures used on my pages are the published figures for total confirmed cases. However, the official European figures for Incidence are based only on cases confirmed by an Active Infection Diagnostic Test (PDIA in the Spanish data tables.) Incidence is separated into four categories: town closed, critical, high, and low. The four categories are defined as in the following table and in my Covid-19 pages the figure is colour coded as shown in this table:
